Based on the pitfalls and experience in the creation of urban architectural culture as well as the establishment prospects of scenic city and ur-ban culture environment, it is proposed that the scientific development idea of " preservation, prevention and development" should be implemented as the basic principle throughout the creation of urban architectural culture.%作者从现实的城镇建筑文化风貌创造中的弊病、经验以及论述有关城市文态环境建设和山水城市建设的理想切入，提出在实现城镇建筑文化风貌理想的途径中，要始终贯彻“保存、保护、发展”的科学发展观理念，这一理念也是实现理想城镇建筑文化风貌的基本原则。
