Combined the existing problems in the construction energy conservation project quality supervision in Quanzhou area,analyzed three stages of quality supervision,that were before the construction,the construction and after the completion,summarized relevant measures and methods should be taken to the supervision at various stages.%结合目前泉州地区建筑节能工程质量监管工作所存在的问题，对施工前、施工中和竣工后三个阶段的质量监管工作进行分析，总结了各个阶段监管工作应采取的相关措施及办法。
