残疾人专门协会法人化实现了由内部机构型协会向外部法人型协会的组织转型,由低水平履职向高水平履职的能力升级,工作状态由接受残联工作安排转变为协会积极主动作为,工作经费由单纯残联拨款转变为协会多元筹资,工作方式由协会亲力亲为转变为协会广泛动员、利用社会资源,工作内容由简单活动转变为高端、深度、宽领域服务.目前,协会法人化的具体路径是到民政部门登记为普通社团法人.但是,普通社团法人身份与专门协会的性质、职能存在内在冲突,潜藏着专门协会异化和残联组织弱化的政治和社会风险.建议比照我国工会立法,努力开辟专门协会法人化转型新路径,即由法律直接规定各级专门协会具有法人资格或者由残联核发其法人资格证书,以确保专门协会的公益性和残联组织的完整性.%The special association of Legal Personalization has realized the transformation from the internal institutional association to the outward legal person association, from the low level to the high level of performance, the work state changed from the reception of work arrangement to the initiative, the work funds changed from the simple residual funds to the association multi fund-raising, and the work mode was supported by the association. In order to mobilize social resources into associations, the work content is changed from simple activities to high-end, deep and wide range services. But there are many problems in the aspects of ideological understanding, social basis, the transformation and connection of the new and old governance mechanism, the guarantee of funds, the construction of talent teams and the ability of legal persons. This article studies the advantages and necessity of the corporate governance mechanism of specialized associations, the basic standards of registration and the development direction of transformation and upgrading of specialized associations. Suggestions are put forward to strengthen the policies and regulations of the transformation and upgrading, to clarify the functions of the associations at all levels, to unify the ideological understanding of the disabled associations at all levels, to strengthen the protection of the work of the associations, and to deepen the self-construction of the specialized associations.
