The special association of the disabled functions as the bridge and link of the Communist Party and the government as well as disabled persons’ federation to contact the category of persons with disabilities and it shoulders the responsibility of being representative, providing service, and defending rights. After the completion of registration for special association, it should build a scientific, rational and effective governance model. However, there exist a few problems such as vague function, high dependence and imperfect governance structure. Concerning these problems, this article puts forward suggestions of strengthening the support given by disabled persons’ federation as well as perfecting the governance structure.%残疾人专门协会作为党与政府和残联联系本类别残疾人的桥梁和纽带，应当切实履行残疾人专门协会肩负的代表、服务、维权职能。专门协会完成社团登记后，建立科学、合理、有效的治理模式的构建势在必行。专门协会存在功能不清晰、依附性强、治理结构不完善等问题，文章提出加大残联对专门协会的支持力度、完善治理结构等建议。
