Under the background of inclusive education, the criticism to the form and effect of special education has gradually increased, and the particularity and value of special education have been questioned gradually. Clarifying the special nature of special education is not only a response to the above issues, but also a key of correctly treating the nature of special education, promoting the development of localization of special education and the overall improvement of education quality.
