中国特色残疾人康复事业从三项抢救性康复项目起步,逐步发展成为面向满足所有残疾人康复需求的康复事业,形成了特色鲜明的发展道路:立足问题导向,从三项抢救性康复到涵盖所有残疾类别残疾人的全面康复;既注重项目推动落实,又注重适时把工作实践转化为制度;立足基本国情,与社会经济发展相适应,由采用简单易行方式以满足迫切的康复需求,发展到以需求为导向的个性化服务的精准康复;机构建设和社区康复并重,形成多层次的康复服务网络.当前残疾人康复事业发展既面临康复资源不平衡不充分和人口老龄化的挑战,又面临党的十九大提出加强残疾康复服务和国家将残疾人康复纳入"健康中国2030"规划总体布局的新机遇.未来残疾人康复服务发展的重点方向包括精准康复服务、残疾预防、辅具产业、康复人才建设和区域协调发展等.%The disabled rehabilitation with Chinese characteristics started from three emergency rehabilitation projects, and gradually developed into a rehabilitative undertaking to meet the rehabilitation needs of all persons with disabilities. It has formed a distinctive development path: Based on the problem oriented, from three kinds of emergency rehabilitations to a comprehensive rehabilitation for all persons with disabilities. The goal is to promote the implementation, and pay attention to the timely transformation of the work practice into the system; based on national conditions and adapting to the social and economic development, the precise rehabilitation is developed from being simple and practicable to individualized service; the construction of institutions and community rehabilitation should form a multi-level rehabilitation service network. At present, the development of the rehabilitation of persons with disabilities faces the challenge of inadequate rehabilitation resources and the aging of the population. It also faces the new opportunity to strengthen rehabilitation services and the national rehabilitation for the persons with disabilities in the overall layout of the "Healthy China 2030" put forward by the 19th National Congress of CPC. The key directions of rehabilitation services in the future for persons with disabilities include precise rehabilitation services, disability prevention, assistive devices industry, rehabilitation talents construction and regional coordinated development.
