The 2013 China's guidance of promoting civil reading issued in 2013 imentions that the reading demands of the disabled should be satisfied. The visually impaired have special needs for reading. The social support system for reading for the visually impaired should be an integrated system which contains the supports and helps from government departments, libraries, the groups of the visually impaired, and the significant others of the visually impaired. There are different features and focuses in the different groups. The development of reading for the visually impaired needs the corporation and mutual enhancement from different sides. Also this is the specific reflection of the advancement of the harmonious social civilizations.%国家新闻出版总署2013年下发的《关于开展2013年全民阅读活动的通知》中明确指出，要重点保障残障人士的基本阅读需求。视力障碍人士对阅读有特殊要求。视障阅读的社会支持系统是政府部门、图书馆、视障团体及视障者的重要他人等对视障者的阅读行为提供支持和帮助的有机整体。各方支持各有特点，各有侧重。视障阅读的发展进步需要各方面协调配合、共同促进，这也是和谐社会文明进步的具体体现。
