国家“十二五”规划提出要“构建辅助器具适配体系”任务和目标。目前，我国初步形成了覆盖城乡的残疾人基本辅助器具服务网络雏形，近千万残疾人得到了基本的辅助器具服务。辅助器具研发和生产也出现了良好的发展势头。但与实际需要相比仍然存在很大差距和不足，需要进一步提高认识，在保障制度、服务机构网络和人才队伍等方面加快建设步伐，促进辅具的研发、生产、推广及相关产业发展，以尽快建立和完善辅助器具适配体系，更好地为残疾人服务。%The 12th Five Year Plan brings up the goal of setting up assistive technology service system. Currently, China has built up an assistive technology service system for the disabled in urban and rural areas; tens of millions of the disabled people now can receive basic assistive technology services. However, it still cannot satisfy all of their demands. This paper discussed the concept of the service system and its elements. Through analysis of current status of assistive technology service in china and aboard, the paper gave suggestions on how to build the system.
