Construction of service system for the disabled is and will be a core content and strategic task for China’s undertakings of the disabled for a certain period of time. Since 2008 when its concept was firstly proposed, there still have been many foggy ideas in theory and practice. This paper tried to analyze the background of construction of service system for the disabled. Then it defined its content and extension and raised basic program frame of services for the disabled. From perspective view, it discussed the ideology, operating mechanism, management model of services for the disabled and innovations in providing services, offering a solution to promote top-level system design about construction of service system for the disabled.%“残疾人服务体系建设”作为当前和今后一段时期中国残疾人事业的一项核心内容和战略任务，从2008年提出开始，至今缺乏有效的顶层制度设计，在理论和实践层面存在诸多模糊不清的地方。本文在分析残疾人服务体系建设背景的基础上，对其概念从内涵和外延上做了界定，提出了残疾人服务基本项目框架，并从问题视角出发，讨论了残疾人服务理念、服务运行机制、服务管理模式、服务提供方式的创新方向，为推动残疾人服务体系建设顶层制度设计提供了思路。
