基于国内39所"985"高校2016年招生计划的研究发现:"985"高校招生指标地区分配的总体较公平状态在一定程度上掩盖了各"985"高校招生计划指标分配不公平问题;现有各"985"高校招生计划制定原则尚不统一,并在很大程度上影响了地区间录取机会公平;部分"985"高校属地招生比重过大,某种程度上是为了弥补本地区在"985"高校招生名额指标分配过程中的弱势地位.研究得到的基本结论是我国高等教育公平得到提升的同时优质高等教育资源分配区域不平等问题突出.进一步促进高等教育机会公平,促进高等教育平等发展,政府需要进一步加强对"985"高校招生计划的宏观调控,监察"985"高校招生过程中出现的各种问题,确保高等教育机会公平政策的落实.%Based on the survey of enrollment programs in 2016 of 39 universities of 985 Project,it is found that the equal admission opportunities of 985 universities in each region cloak the unequal regional preference;as the enrollment plans of 985 universities are not yet unified among regions, which affect the fairness of interregional admissions opportunities seriously; some 985 universities enroll a large proportion of local students in order to balance the weak position of the region in the allocation process of 985 universities enrollment opportunities.Results show that problems of unequal allocation of higher education resources of good quality outstand while the equity of higher education improves.In this regard, to further improve educational equity and balanced development of higher education, the government should strengthen the macro-control of 985 universities enrollment plan, supervise the problems appeared in the enrollment process and ensure the equity of opportunities of higher education.
