学前教育普惠政策的价值分析

         

摘要

借用公共政策的价值分析研究内容,从教育普惠政策的价值选择、合法性和有效性三个价值向度进行价值分析,解决“入园难”,普惠弱势群体,促进教育公平是学前教育普惠政策的价值体现;符合教育公平性和公益性原则,强调对弱势群体的扶助是学前教育普惠政策的合法性体现;国外学前教育普惠政策实施对学前教育状况的改善是学前教育普惠政策的有效性体现。%By taking reference from the contents of value analysis research in public policy, and analyzing three value orientations as value selection, validity and effectiveness, it is found out that it is the value reflection for generalized policy of perferences for preschool education to solve the problem of kindergarten crunch, generally concern about the vulnerable groups, and promote educational equity. It is the validity reflection for generalized policy of perferences for preschool education to adhere to the principle of educational equity and public interest, and attach importance to give support to the vulnerable group. It is the effective reflection of the implementation abroad to improve the situation of preschool education.
