温室气体清单信息系统有助于提高清单编制效率、改进清单编制质量、满足国际报告要求以及提高清单数据的透明度。本文调研了发达国家温室气体清单编制流程、清单信息系统的功能及用户设计等，分析比较了不同类型信息系统的优缺点。结合发达国家和国内部分省市系统建设和运行经验，建议我国应尽快健全国家清单制度体系，保障清单信息系统的资金投入，强化系统的排放计算方法灵活性、数据质量可控性、数据来源可追溯性等方面功能设计，以及理清国家与省级清单信息系统的关系，推进两级数据的互联互通。%Greenhouse gas inventory information system is helpful to enhance the efficiency of inventory compilation, improve the quality of GHG inventory, meet the requirements of the international reporting and increase the transparency of inventory data. This paper investigates developed countries’ greenhouse gas inventory preparation process, user types of information systems and other features. It also analyzes the advantages and disadvantages of different information systems. Combined with the international and domestic experience, it suggests that our country should improve the institutional system of GHG inventory, ensure information system funding, strengthen system function design in respects of methodologies flexibility,data quality controllability and data sources traceability, as well as clarify the relationship and promote data sharing between the national and provincial inventory information systems.
