Analysis shows that this kind of hierarchical disposal system has four distinguishing features, including emphasizing reduction and recycle instead of classiifcation-landifll, establishing perfect public participation system, beneiftting from science and technology, strict laws and regulations. In a word, setting a perfect primary framework plays a signiifcant role in the food waste reduction and recycle.
