高校领导干部治理能力存在问题及提升策略研究

         

摘要

The leading cadre is the main body of university governance, improving the governance capacity,is not only beneficial to stimulate inner body's vitality and creativity maximally,but also to form a synergy in poverty alleviation through forward school reform and innovation,develop the potential energy into actual effectiveness. The leading cadres are still exist such main phenomenon as governance cognitive homogeneity,management methods of simplification,low level of governance. Under the dual aims of constructing the Characteristic modern university system and the pursuit of public value,has be-come the inevitable requirement route of deepening the reform of university,promote the leading cadre's management ability need to cultivation ideas,create atmosphere,explore and practice,build governance mechanism and so on ways.%领导干部是高校治理的主体,其治理能力的有效提升,不仅有利于最大限度地激发大学内部主体的活力与创造力,而且可以形成推动学校改革创新的整体合力,把发展的潜能转变为实际的效能。高校领导干部治理能力主要存在着治理认知的同质化、治理方法的单一化、治理水平的低效化等现象。在构建中国特色现代大学制度和追求公共价值的双重目标驱动下,提升领导干部治理能力已经成为深化大学改革的必然要求,需要通过培育治理观念、营造治理氛围、探索治理实践、构建治理机制等途径来提升治理能力。
