煤炭开采新理念——科学开采与科学产能

         

摘要

Aiming at the current status of coal mining problems in China, this paper put forward the concept and con- notation of "scientific coal mining" and "sustainable capacity of coal mining". Scientific coal mining is to maximally obtain natural resources on the premise of the harmonized geology and ecological environment under the guidance of outlook of scientific development, and to achieve sustainable mining with safety, high efficiency, green, economy and social harmony on the premise that hazards posed by complicated geological conditions and engineering circumstances were controlled ; sustainable capacity of coal mining refers to the maximal coal mining capacity using safe, high-efficient and environment-friendly method on the premise that the reserves for sustainable mining within certain period were guaranteed, mainly including three requirements : safe mining, green mining and high-efficient mining. Accordingly, in- novatively proposed the assessment index system and standards of the sustainable capacity of coal mining which are comprised of mining safety level, green level and mechanization level and makes comparative analysis of the current sustainable capacities of coal mining of the five coal production areas in China, the whole China and the advanced coalmining countries in the world. The results show that the coal mining capacity in 2010 scores 42. 58 on average, and the coal output which complies with the stantards of the sustainable capacity of coal mining and scores over 70 is about 1. 078 billion tons, accounting for only 33.27% of the overall coal output;while the sustainable capacities of coal min- ing of the advanced coal mining countries like the United States of America, Australia, Britain and Germany score over 90. There is still a big gap between the coal mining in China and that in the advanced coal mining countries in the world, so China should extensively disseminate the idea of scientific coal mining and sustainable capacity of coal min- ing,insist on scientific coal mining, and raise the scientific level of coal mining in an all-round manner.%针对我国煤炭资源开采的现状及存在的问题,提出了煤炭资源"科学开采"和"科学产能"的概念和内涵。科学开采是指在科学发展观引领的与地质、生态环境相协调前提下最大限度地获取自然资源,在不断克服复杂地质条件和工程环境带来的安全隐患前提下进行的安全、高效、绿色、经济、社会协调的可持续开采;科学产能是指在具有保证一定时期内持续开发的储量前提下,用安全、高效、环境友好的方法将煤炭资源最大限度采出的生产能力,主要包括3方面的要求:安全开采、绿色开采和高效开采。在此基础上提出了生产安全度、生产绿色度、生产机械化程度的煤炭科学产能评价指标体系与标准,并对我国五大产煤区及全国和发达国家进行了科学产能分析对比。结果表明:2010年我国煤炭产能得分平均为42.58分,按科学产能标准得分在70分以上的煤炭产量为10.78亿t,仅占全国煤炭总产量的33.27%;而美国、澳大利亚、英国、德国等世界先进产煤国的煤炭科学产能得分均在90分以上,我国与世界先进水平差距较大,应当全面推行科学开采和科学产能的理念,坚持煤炭科学开采,全面提升我国煤炭开采的科学化水平。
