Under the theoretical framework of the regional policy's externality and taking the relationship between space interdependence and regional government's strategic interaction as the breakthrough point ,the article studies the strategic interaction of environmental regulation of the local government by spatial econometric method based on panel data from 29 provinces (autonomous regions ,municipalities) between 2007 and 2011 .The empirical study finds out that the intensity of local environmental regulation is not only related with the characteristics of the region but also related with that of the competitive provinces . The environmental regulation behavior in the regions has a significant strategic interaction and presents as complementary space strategy ,which means that the competition strategy is comparing with other regions . In other words , if the surrounding provinces invest more in the environmental monitoring , then the region will also strengthen environmental supervision .Based on the above conclusions ,this article is fully aware of strategic interaction of environmental regulation between the regional government ,which has policy implication for the environmental renovation and the perfection of performance evaluation mechanism .%在地区政策外溢性的理论框架下，以空间相互依赖和地方政府的策略互动关系为切入点，基于中国29个省份（自治区、直辖市）2007～2011年的面板数据，运用空间计量方法研究了地方政府环境规制政策的地区间策略互动。实证研究发现：地区环境规制强度不仅与该地区的特征有关，而且与竞争省份的环境规制强度有关，地区间的环境规制行为存在着显著的策略互动，并且表现为空间策略互补性，也就是相互攀比式竞争策略，即如果周边省份环境监管投入多，那么该地区也会相应加强环境监管水平。基于上述结论，认为充分认识到地方政府之间的环境规制策略互动，对于整治环境，完善我国的绩效考核机制具有政策意义。
