Based on the analysis of three factors in the fine arts professional innovative talents cultivation in national regions, and from the idea of fine arts innovation personnel training, this paper proposes solving countermeasure for promoting the development of the fine arts teaching in local col-leges in national regions.%通过对制约民族地区美术学专业创新型人才培养的三个因素进行分析，从树立美术学创新人才培养的理念、以生为本改进教学方法、加强高校与地方中小学的密切合作、开发校园网络资源等四方面提出解决的对策，推动民族推动民族地区地方高校美术学专业内涵式教学的发展。
