The legislation of Grain Act is playing an important role in China and grain crisis problems are becoming a hot issue in the law circle. The grain crisis can be divided into the supply crisis, quality crisis and price crisis. The legal problems of grain supply crisis will be discussed in this paper. Specific emergency measures should be designed to protect the grain security in China, such as the crisis prevention mechanism, the current emergency mechanism, the post-processing mechanism and the grain risk fund system.%中国《粮食法》正在制定中，粮食危机问题逐渐成为法学界关注的热点问题。粮食危机可区分为粮食供给危机、质量危机、价格危机。从粮食供给危机的角度看，我国《粮食法》应当从危机预防体系的构建、当期应急机制的完善、后期处理机制的健全、粮食风险基金制度的改进等四个方面进行具体的应急措施设计，保障中国粮食安全。
