发展绿色低碳经济、循环经济是当今和未来世界及全球经济发展的必然趋势。实施发展绿色低碳经济、循环经济既是实现我国经济可持续发展的战略性选择，也是经济发展客观规律的内在要求。笔者分析了发展绿色低碳经济、循环经济的历史和现实背景及其必要性，阐述了发展绿色低碳经济、循环经济体现了经济发展的正能量，适应了经济发展的新常态，提出了在我国发展低碳经济、循环经济的对策措施。%Low-carbon and circular economy is an inevitable trend for current and future global economic development. Its im-plementation is both the strategic choice for conducting Chinese sustainable development, and the inherent requirements of objec-tive economic development laws. Based on an analysis to the historical and current background and necessity of green, low-car-bon and circular economy, this paper expounds that it embodies the positive economic development energy, and adapts to new e-conomic development situations. It also puts forward countermeasures for development of Chinese green, low-carbon and circular economy.
