Inside publish journal is an unavoidable groups in journals,but the evaluation of its academic level has been unpopular,with reference to the existing research results of the journal evaluation,this paper studies the present situation of inside publish journals,according to the journal editing characteristics,attempts to put forward eight different ways of evaluation index such as the rate of fund paper,quantity of quotations,rate of paper by the authors of senior professional or Dr.,the article published rate（core journals forwarding rate）,number of regional distribution,the average number of authors and online download.%内刊学报是期刊界一个不可忽视的群体,但对其学术水平的评价一直乏人问津,参照现有期刊评价研究的成果,并根据内刊学报编辑发行特点,尝试提出了基金论文比、引文量、高级职称作者论文比、博士作者论文比、文章正式发表率（核心期刊转发比）、地区分布数、平均作者数、Web下载量等八个评价指标。
