The industrial transformation and upgrading is the basic strategic orientation to the industrial development of Qingdao. Based on the background of industrial transformation and upgrading, this paper makes the quantitative evaluation on the relationship between the quality of employment population and the change of industrial structure of Qingdao in recent years by using the methods of deviation analysis, Granger causality analysis and co-integration analysis. The results show that the optimization of industrial structure and the improvement of population quality is not highly enough in coordination, and the linkage effect has not been formed yet. So the government should speed up the adjustment of optimization to the structure of population quality to form the linkage effect between the population quality and the industrial structure and to promote the adjustment and upgrading of industrial structure.%产业转型升级是青岛市产业发展的基本战略取向。基于产业转型升级的背景，利用偏离度分析、格兰杰因果分析、协整分析等方法，对青岛市近几年就业人口素质与产业结构变动关系进行定量评价。研究结果表明，青岛市产业结构优化与人口素质的提升协调性不高，尚未形成联动效应。政府应加快调整优化就业人口素质结构，使青岛市就业人口素质与产业结构形成联动，以加快推动产业结构的调整升级。
