In response to cross-regional disaster, the government paid a lot of efforts to improve emergency management capability. However, the horizontal fragmentation problem of management persists, which greatly affected the country's emergency management effectiveness. EU is an integrated organization of several counties, its civil protection mechanism covers multiple actors, and the cross-border co-ordination function of the mechanism has been widely recognized by the international community. How to successfully coordinate the emergency management actions among EU countries can bring enlightenment for Chinas response to cross-border disasters.
