“Four comprehensives” have newly positioned roles of universities’ trade unions. Under this background, the work of these trade unions shall focus on handling staff’s diffi culties, getting involved in universities’ reform, developing self-consciousness of the Communist Party of China and performing functions according to laws. Such work shall be carried out based on existing laws, including substantive and procedural laws.%“四个全面”对高校工会的角色提出了新的定位，在此背景下，高校工会工作应侧重于解决职工困难、参与高校改革、树立党性自觉、依法行使职权四个方面。从事这些工作时，应以现行法律为依据，这些法律不仅包括实体性法律也包括程序性法律。
