Institution of Association and Consulting was established following North Song and Liao Nation by South Song Nation in the period of confrontation between Song and Jin Nation, and Extraordinary Envoys was one important convoys. The Extraordinary Envoys were of a multitude person-times and names sent by South Song Nation.
