体育越轨行为呈现从违规行为到违法行为再到犯罪行为的递进性，与之适应的体育处罚包括体育纪律罚、体育行政罚与体育刑罚。三种体育处罚类型之间，在立法上存在位阶不清、权责不明、内容竞合、范围模糊等问题，在适用上存在重复处罚、处罚空白或者超越权限处罚的情形。为此，需要剖析三者在立法、适用以及救济上的衔接现状，构建涵括立法、适用及救济三重内容的衔接机制。%The sport deviance behaviors include irregularities ,illegal behaviors and criminal behaviors ,while the sports punishments include sports disciplines ,sports administrative punishments and sports penalties accordingly .Between the three types of punishments ,there are problems of unclear rank ,unidentified responsibilities ,competing content and fuzzy range in terms of legislation ,and repeat punishment ,blank of punishment and penalties ultra vires in terms of application . Therefore ,we need to analyze the connection of the three kinds of sports punishments in the fields of legislative ,applica‐tion and remedy ,so as to establish a connection mechanism including legislative ,application and remedy .
