The 4th session of the Council is the important phase of inheritance&exploration, tenet adherence, and innovative development for the association. It is also the major change period of Chinese liquor-making industry. CADA has put forward the guidelines of service transi-tion, that is, expanding service field, strengthening service quality and reforming service patterns to make the association closer to the enterpris-es and more understanding of the market. From the beginning, the association has formulated the Twelfth Five-year Development Plan of Chi-nese liquor-making Industry and pointed out the development directions for liquor-making industry in the five years as structure optimization to promote industrial upgrade, inheritance&development to carry forward national culture, faithful service to fulfill social responsibility, and self-dependent innovation to challenge international competition. According to above purposes, the association had carried out a lot of work in re-cent five years from five aspects including technical innovation, idea innovation, management innovation, cultural innovation, and service inno-vation. As a result, the association has accomplished the target goals successfully.%第四届理事会是协会传承探索、坚持宗旨、创新发展的重要阶段，也是行业发展的重大变革时期。为此，协会提出“服务转型”的指导方针，拓展服务领域，加强服务品质，创新服务模式，成为更贴近企业，更了解市场的全产业型协会。起始之年，协会就制订了《中国酿酒工业“十二五”发展规划》，提出中国酒业5年的发展方向是“优化结构推动产业升级，传承发展弘扬民族文化，诚实守信践行社会责任，自主创新挑战国际竞争”。根据以上宗旨，五年来协会从“科技创新、理念创新、经营创新、文化创新、服务创新”5个方向，开展了丰富多彩的工作，较好地完成了既定的目标。
