Since the outbreak of Pandemic influenza A, according to International Health Regulations (2005), pandemic influenza preparedness and response and suggestions from Emergency Committee and SAGE, WHO has taken a series of measures and actions, including coordination of global health response under the guidance of International Health Regulations (2005); monitoring and assessing the risk of Pandemic influenza A; providing technical guidance and supporting laboratory capacity building in member states; communication and information dissemination; and mobilizing resources, deploying stockpiles and ensuring implementation of pharmaceutical interventions. WHO also exposed its insufficiencies in response to public health emergencies, such as complex alert levels for pandemic influenza and lacking consistent, measurable and accessible description for the severity of pandemic influenza.%甲型H1N1流感疫情暴发后,WHO依据《国际卫生条例(2005)》、《流感大流行的防范和应对》和突发事件委员会、SAGE的相关咨询建议,开展了一系列工作,主要有以下几点:在《国际卫生条例(2005)》指导下,协调全球卫生应急；开展甲型H1N1流感疾病监测和危险度评估；发布技术指南以及支持成员国实验室能力建设；信息沟通以及相关信息的传播、发布；调配资源、物质储备、确保药物干预措施的实施.在此次疫情应对中也暴露出WHO应对突发公共卫生事件的一些不足,如流感大流行的严重程度缺少一致的、可衡量和可理解的描述流感大流行警戒级别划分较复杂等.
