对国有特钢企业实施问责制的初步探索

         

摘要

从问责制的“定义、内涵与源由”、国有特钢企业引入问责制的“内在动因、制度定位、作用和目的、现实意义”、实施问责制的“切入点和有效路径、思路与方法”,以及对国有特铜企业经营者问责的思考与对策等几个方面,对国有特钢企业实施问责制的制度框架、制度设计、实施路径和方法等内容进行了系统表述,并对国有特钢企业实施问责制过程中的相关构建思路、目的与界定、适用范围与定位、核心与原则、问责理念与管理原则等要求进行了梳理与归纳,为国有特钢企业问责制实施提供了一种可选“模版”。%Starting from the definition, content and origination of the asking-responsibility system, the article made a systematic elaboration on the system framwork, system design, and implementation routes of the asking-responsibility system of state-owned enterprises from the following aspects, the innate motives, system positioning, putposes and realistic significance of introducing the asing-responsibility system by state-owned enterprises, the cutting point, effective ways, thread of thoughts and countermeasures of asking responsibility towards management of enterprises. In addition, the article summarized the constructing ideas, purposes and definitions, application fields and positioning, cores and management principles of asking responsibility, thus providing a template for state-owned enterprises in implementing the asking-responsibility system.
