The Asia-Pacific regional seminar on MOOCs for higher education has been held in Southern University of Science and Technology (SUSTech) in Shenzhen from 11-12, June 2018. This event was co-organized by UNESCO Asia-Pacific Regional Bureau for Education (UNESCO Bangkok), National Commission of the People's Republic of China for UNESCO and SUSTech and hosted by International Centre for Higher Education Innovation under the auspices of UNESCO (ICHEI). More than 100 participants from 30 nations and regions joined this event. The purposes of the event are to support the implementation of Qingdao Declaration and the Education 2030 Framework for Action, which would offer education opportunities for all to seize digital views. Participants represented their countries and regions to share their views and to discuss their suggestions focusing on five areas, i. e., MOOC polices, national platform for MOOCs, institutional level, youth and adult learners, and cross-sector cooperation. The achievements and consensus have been reached from the following aspects: (1) The focusing area for policy-level should concentrate on national visions and strategies to MOOCs for higher education. (2) Inclusive technology should be taken into account for national platform for MOOCs. (3) A self-evaluation framework for MOOCs should be elaborated in institution-level. (4) The questions remarks for MOOCs should be proposed for youth and adult learners. (5) Cross-sector cooperation in the field of educational technology should be encouraged. The future development of MOOCs in China include planning, and the establishment of MOOCs standards and demonstrated courses, to promote the construction, utilization and learning of MOOCs, giving an impetus to the integration and promotion of various platforms by the use of big data and developing wide international communication and cooperation. Creating the MOOCs network for Asia-Pacific region in this seminar would offer opportunities and improve the quality of higher education, and hence to face the challenges and opportunities to achieve SDG 4 in Asia-Pacific region.%由联合国教科文组织亚太教育局、中国联合国教科文组织全国委员会、南方科技大学主办,联合国教科文组织高等教育创新中心承办的"2018年联合国教科文组织亚太地区高等教育慕课研讨会"于2018年6月11-12日在深圳南方科技大学召开.来自亚太地区30多个国家和地区的100余名代表与会.会议旨在支持实施教科文组织《青岛宣言》和2030年教育议程,抓住数字机遇,为全民提供受教育机会.各国代表在政策、慕课平台、机构层面、学习者层面、跨部门合作这五个主要议题中就高等教育慕课建设与应用开展了深入的经验分享与交流,达成如下共识:在政策层面主要关注高等教育MOOC的国家愿景和战略;针对国家MOOC平台建设应关注全纳技术的应用;在机构层面应更加关注MOOC自我评估框架;针对青年和成人学习者,需要起草关于MOOC问题的陈述;教育技术跨部门合作关系问题.慕课在中国未来发展主要是利用大数据推进各平台融通和提升,广泛开展国际交流与合作.借助亚太地区高等教育慕课研讨会平台构建亚太慕课网络,提高高等教育机会和质量,更好地应对在亚太地区实现第四个可持续发展目标所面临的机遇和挑战.
