容积率是城市开发强度确定的重要标尺,也是城市规划管理的重要依据.当前容积率指标确定方法存在刚性过强而弹性较弱、指标体系复杂但目标不明确及重技术轻政策等诸多问题.研究将“值域化”概念运用到总规对控规的控制中,并基于汕头市中心城区北岸地区的实证,从引导、控制和调节3个层面入手,结合开发强度分区模型提出容积率“值域化”的总体思路,即数值引导—区间控制—多方参与下的协商调整,以期最终遏制开发总量失控局面,实现兼顾刚性和弹性的容积率“值域化”控制.%FAR is an important indicator in urban development and govemance.Present FAR specification method is strong in rigidity and weak in flexibility,and it has problems such as complex indices system,vague goals,and weighing technique over policy.This paper introduces the concept of "value domain" into master plan for the control of the regulatory planning,and practice the method in Shantou central district north bank area plan.The plan proposes "value domain" based on intensity zoning,adopts numerical guidance-range control-multiple participation methodology,and realizes rigid-flexible integrated "value domain" FAR control.
