This study investigated the case of modal words as hedges in VOA news and Western leaders' inaugural addresses. Two small corpora of the two discourses were built, and AntConc3.2.4 was used to retrieve 9 common modal hedges re-spectively. The results showed that modal hedges are more often used in leaders' addresses with significant differences exist in the use of "shall" and "must". It then discusses the results from a functional point of view.%本文主要探讨情态模糊限制语的使用，以VOA广播新闻和西方国家领导人就职演讲稿为语料，分别自建了两个小型语料库，利用AntConc3.2.4文本分析软件对常用的9个情态模糊限制与进行检索分析，发现情态模糊限制语在领导人演说中出现更多，且shall、must等词的使用区别明显，并据此从语用功能角度对结果进行比较分析。
