以英国约克大学和英国生物技术和生物科学研究理事会为调查对象,对英国公共科研体系中科研人员的人力资源管理机制进行剖析,涉及聘用、岗位管理、薪酬结构与水平、收入激励等多个方面.研究表明,英国公共科研体系中相关机构对科研人员人事制度安排具有较大裁量权,采用“以岗定薪、岗变薪变”的层级式岗位管理,执行以“固定年薪”为主要收入来源的薪酬制度,实施多元化的科研人员收入分配激励,并以“产出侧+投入侧”全覆盖的开放式人员绩效评价作为公平合理薪酬福利体系的支撑.%This paper takes York University and Biotechnology and Biological Sciences Research Council in UK as samples,analyzes their human resources management on R&D staff,covering recruitment,posts management,remuneration structure & levels,and income rewarding mechanism.The empirical study shows that staff management is at the discretion of the establishments in UK public research sector;Hierarchial structure in post management with correspondingly remuneration scheme,of which fixed annual salary is the main component,is generally adopted;Diversified income rewarding mechanisms are implemented;Performance evaluation mechanism emphasizing both input side and output side is the solid basis for establishing a fair income system.
