超循环视角下高校生态专利系统生成过程及关键问题

         

摘要

高校专利数量庞大但转化率低已成为高校科技创新推动社会发展的重要阻碍.针对高校专利系统不良运行现状,研究首先界定了高校生态专利系统的内涵,然后以超循环理论为指导分析高校生态专利系统的生成过程,并在此基础上挖掘影响其生成的关键问题.研究认为,高校生态专利系统沿着反应循环、催化循环、超循环的路径层层递进生成,催化剂问题、交叉催化动力问题以及催化功能的可持续性问题是影响其生成的关键问题,这些问题主要通过科研政策、激励政策、管理机制、推广体系等表现出来.%The fact that university patent has large number but low conversion rate has been the serious barrier while university science and technology innovation drives social development.Aiming at the problem that university patent system does not work well,the paper firsdy defines the connotation of university ecological patent system.Then it analyzes its generative process and key problems based on the theory of hypercycle.It refers that generative process includes reaction cycle,catalytic cycle and hypercycle,and it is also a progressive layer of the process.Catalyst,power of cross-catalytic and sustainability of coupling facility are the key problems respectively,and they appear through research policy,incentive policy,management mechanism,extension system,etc.
