Flight dispatcher plays a key role in the airline control center. The workload of them directly influences the efficiency of airlines. The workload can be divided into observable objective workload and cognitive subjective workload. Based on the principles of MBB and DORA, we divided it into 13 working processes, and determined the difficulty coefficient of each process through investigation and statistics. We calculated the workload of each flight dispatch through MMBB method, which may benefit the human resource allocation of flight dispatcher.%飞行签派员是航空公司运行控制中心的核心，其工作负荷直接决定航空公司运行效益。签派员的工作负荷包括可观察的客观工作负荷和认知理解的主观工作负荷。借鉴国外的 MBB，DORA 原理，将签派员的工作分为13个工作进程，并通过调查、统计，确定每一工作进程的难度系数，采用MMBB方法计算出放行每次航班的时间和分析的时间，从而确定每次航班飞行签派的工作负荷，为签派员人力资源的配置提供了良好的基础。
