受英国国内福利思潮和实践的影响，英国殖民当局从19世纪末开始加强了对新加坡社会的行政干预，从自由放任向有序管理发展。针对新加坡的实际情况，殖民政府陆续出台了系列社会政策，涵盖教育、住房、卫生、社会福利、劳工、移民和人口诸方面，建立了相对完整、且具有较强稳定性和延续性的社会政策体系与社会管理机制，给人民行动党的社会治理留下了有价值的政策遗产。%Influenced by the thoughts and practices of welfarism in the U.K.,the British colonial authorities began to strengthen administrative intervention on Singapore society from the end of the nineteenth century,from individualism to or-derly management.According to the actual situation in Singapore,the colonial government had promulgated a series of so-cial policy,including some policies of education,health,housing,social welfare,labour,immigration,population and so on.So,a system of social policy and a mechanism of social management had been established,which were relatively com-plete,stability and continuity.They were valuable legacy for the social governance of the PAP .
