According to the perspective of value chain , the paper ,employing a network SBM and Malmquist index ,evaluates R&D efficiency of China's region by decomposing R&D activities into the two sub‐processes ,an upstream S&Tproduction process and a dow nstream economic transformation process . Our investigation and study indicate the following :(1 ) the total factor productivity (TFP ) , the technological progress and the technical efficiency of China R&D activities keep a grow th trend during 2000‐2009 .(2) The technological progress is the main driver of growth of TFP .(3) There exists a positive correlation between TFP and the technological progress ,while there is a negative correlation between the technological progress and the technical efficiency .(4) economic transformation process , w hich relatives to S&Tproduction process ,is the most critical factor to overall R&D activities .(5) TFP , the technological progress and the technical efficiency of China R&D activities have shown a convergence trend .%基于价值链视角，将R&D活动分解为上游的“科技研发”和下游的“经济转化”两个阶段，并通过构建相应的网络SBM模型的M almquist指数方法，对中国区域R&D活动的全要素生产率、技术进步、技术效率等进行全面的动态分析。实证结果表明：1．考察期内，中国R&D活动的全要素生产率、技术进步、技术效率均保持较快的增长态势；2．技术进步的年均增长率显著高于技术效率，是R&D活动全要素生产率增长的主要动力来源；3．全要素生产率与技术进步之间存在较高的正相关，而技术进步与技术效率之间几乎完全背离，呈现出显著的负相关；4．相对于科技研发阶段，经济转化阶段全要素生产率的快速提升才是R&D活动发展的主要因素；5．全要素生产率、技术进步、技术效率的地区差异有所降低，均存在显著的“收敛”趋势。
