This paper puts forward a framework for context encoding and semi-quantitative analysis on science and technology policies for the first time which is suitable for China's reality,and remedies the defect in the method of policy research such as large sample,multi-dimension,extended time span and so on,and has significant theoretical value. The result of empirical research on Beijing's science and technology policies from 1996 to 2007 indicates that the proposed encoding system and analytical framework are of advancement,scientificity and maneuverability.%首次提出了适合我国实际情况的科技政策文本编码和类定量化分析框架,弥补了目前大样本、多维度、较大时间跨度的政策研究方法的欠缺,具有重要的理论价值;针对1996-2007年间北京市科技政策所做的实证研究表明,本文所提出的编码体系和分析框架具有先进性、科学性和可操作性.
