in the process of library service and the construction of digital resources to the user,aslong as to involve the use of the works of others,other databases,it cannot do without the intellectual property rights,but it has long neglected this work,with the development of network technology,in recent years about the infringement cases the library copyright increase,it must make good use of"copyright law"in the rational use of the system to meet the requirements of the information age of digital construction,in combination with the relevant law focuses on understanding related to libraries and make a rational use of the system in other coun-tries,to explore the rational use of the system,find out the key point to improve the rational use of the system can learn from I am in the library,and further explore the copyright licensing models in order to further improve the digital resources construction.%图书馆在对用户进行服务和数字资源建设的过程中，只要涉及到对他人作品的利用、其他数据库的使用，就必然离不开知识产权的问题，随着网络技术的发展，近几年来关于图书馆著作权的侵权案件越发增多，为适应信息化时代的要求进行数字化建设就必须运用好《著作权法》中的合理使用制度，结合相关法条重点理解与图书馆相关的合理使用制度，探索其他国家的合理使用制度，找出健全我国图书馆合理使用制度能够借鉴的关键点，并进一步探索著作权授权许可模式，以期进一步做好数字资源建设工作。
