Since the 1970s, London has been transforming from an ancient cultural capi tal into a global city of sustainable development through reforms in various fields by the local goverrunent. In every stage of the formation of a global city, planning has always been of special focus: the financial service industry provides strong momentum; the diversely and highly devel oped transport infrastructure serves as a key foundation; the status as an international cultural centre and creative city is the core of its soft power; institutional reform of the metropolitan be comes the essential guarantee; and the housing security system attracts talents to the city as well as enhances its livability.
