Through analyzing the connotation of the subway emergency plan, and combining the construction principle and characteristics of the subway emergency plan index system, this paper constructs a multi-level evaluation index system for the subway emergency plan. The COWA operator is used to empower the index, and the GRA and TOPSIS evaluation methods are combined organically to make up the limitations of the single model, and make the selection of the emergency plans more objective and reasonable. Finally, an example is given to prove the feasibility and applicability of the evaluation model.%通过分析地铁应急预案的内涵,结合地铁应急预案指标体系构建原则与特点,构建了多层次的地铁应急预案评选指标体系.运用COWA算子对指标进行赋权,并将GRA与TOPSIS评价方法有机结合,弥补了单一模型的局限性,使应急预案的评选结果更加客观、合理.最终以算例验证该评价模型的可行性与适用性.
