Distance training mode of crew education through Web hasn't been formed. And there is littile content of the crew education and training in MOOC courses. Distance Education of maritime education should be developed by making full use of modern information technology. This paper constructed the distance education training network in which Ocean Shipping Mariners College is the training centre and each of the subsidiaries enters the network, established the network operating mechanism from the two aspects of technology and content, presented the idea that the crew distance education training center should embrace the four parts of the information collection, collation, delivery and evaluation, and put forward evaluation criteria and modalities of a network training.%船员教育现在还没有形成利用网络进行远程培训的模式，MOOC课程中也很少有船员教育培训的内容。船员教育应充分利用现代信息技术，大力发展远程教育。本文构建了由远洋船员学院为培训中心、各个子公司入网的远程教育培训网络，从技术和内容两个方面建立了网络运行机制，提出由信息收集、整理、传递和评估四部分构成船员远程教育培训中心的思想，给出了培训网络的评估标准和方式。
