21 century is the era of knowledge economy. Knowledge economy is the core of the dissemination and development of information technology. Human is the media of knowledge, information and technology and other production material source. Human resources can replace the entrepreneurs funds and become the most important strategic resources. That is to say in the keen competition, in order to occupy the absolute advantage, the best human resources are essential.
