This paper described the monitoring system framework of performance evaluation on government science and technology project. The framework consists of monitoring system and connotation both from three aspects of performance evaluation of target plan, performance reports and performance evaluation.%本文简要介绍了项目理论的相关内容和方法，并设计和阐述政府科技项目绩效评估监测制度框架，包括绩效目标计划、绩效报告和绩效评估三方面的监测制度及相关内涵。
