Content analysis of the NHS general strategy and information strategy documents was carried out using both content and context analysis of the words: data, information, and knowledge. Although the language evolves the contextual analysis suggest that these documents remain rooted in targets and delivering IT infrastructure, rather then accelerating learning, as a strategy for change.
