NATO's Tactical Leadership Programme (TLP) started its first flying course for 2012 at Albacete AB, in the La Mancha region of central Spain, on January 16. Only four flying courses are planned this year (down from six) due to budget cuts by many of the programme's participating nations. It was decided to cancel one course to maintain an adequate number of available participants attending the 2012 programme, and they were redistributed between the remaining courses. Consequently, the number of aircraft taking part in each course this year will increase. The demands of combat operations over Libya in 2011 have also led to fewer aircraft being available to participate this year.
