FAA's DNL noise metric does not account for additional factors of annoyance resulting from the greater numbers of aircraft being flown on concentrated flight paths over the past decade, the National Organization to Insure a Sound Controlled Environment (N.O.I.S.E.) told agench. N.O.I.S.E. urged FAA to supplement DNL with the "Number Above" metric in the short term and, in the longer term, to investigate "a multi-factor annoyance metric" that would better correlate with the results of the FAA's Neighborhood Environmental Survey (NES) by incorporating several annoyance variables.
