Strategic urban governance is not neutral. Fierce competition between the newly globalised city-states has set the stage for a battle between democratic 'bottom-up' governance on the one side, and semi-authoritarian 'top-down' rule on the other. This pivotal struggle of the 21st Century has yet to be resolved, but taking the lead are the strong and decisive mayors of booming megacities, while the wavering governments that rule over the old Western liberal democracies flounder.
