摘要

In summer 2004, neither Bob Chen nor Wei Chu were quite sure what went wrong with the online learning system implemented at Minkuo Hospital three years earlier. When the online learning system was first proposed, Bob, the hospital's chief executive, viewed it as a natural progression of using information technology (IT) for administrative as well as clinical purposes. By making staff training more efficient and flexible, online learning was expected to increase staff performance by enhancing staff skills and saving them time. Wei Chu, the Director of Information Systems (IS) at Minkuo Hospital agreed completely, and she had worked hard to implement online learning.
