Chief of Defence Forces Gen Tan Sri Affendi Buang officially began his duty at the Ministry of Defence at Ja-lan Padang Tembak on Jan 7. He took over the helm of the Malaysian Armed Forces' leadership from Gen Tan Sri Zulkifli Zainal Abidin. Gen Affendi served as Chief of Royal Malaysian Air Force (RMAF) since Dec 21, 2016 prior to his latest appointment. The Sarawakian-born fighter pilot who is trained in both Western and Russian aircraft types is the second Air Force Chief of the country to be appointed to head the Malaysian Armed Forces (MAF), after Gen Tan Sri Azizan Ariffin. Asian Defence Journal met the CDF following his First Command address recently. Q: The much-awaited inaugural Defence White Paper was finally released late last year. Do you see the document falling in line with the Fourth Dimension of Malaysian Armed Forces (4DMAF) initiative? CDF: The year 2020 is crucial for the organisation as it moves towards the "4th Dimension Malaysian Armed Forces" development plan, as stated in the Defence White Paper. The plan involved the tri-services, i.e. the "Army for Next Generation" (or Army 4 Next G), the Royal Malaysian Navy's "15-to-5" transformation programme and the Royal Malaysian Air Force's "Capability Plan 2055" (or CAP55). Q: The modernisation programmes for all three services seems to be uneven, with some services getting their equipment and systems earlier. Could you tell us what is the next action plan to mitigate this? Would resource-sharing measure considered? CDF: What is needed is good governance by practicing integrity, transparency, openness and inclusiveness in the national defence planning. Avoid corrupt practices, bureaucracy, embezzlement and abuse of power. Rather, improve your competency, skills and knowledge. This will augur well for confidence-building and avert a security dilemma in the region that can challenge o.ur sovereignty.
