摘要

Legislation places very onerous responsibilities on managers, employers and those responsible for labour, to provide a safe working environment. Access to roofs and platforms is something that in the hurly burly of design and specification, seems often to fall between the gaps of architect/builder/services engineers, with nobody taking responsibility for and ensuring that, at the end of the day, a normally trained and fully equipped tradesman, can have safe access to all the areas of the system. This omission, particularly with regard to roofs and walkways, leaves HVAC industry employers and designers at risk in not ensuring compliance in this important area, leaving it '...by others...' is not good enough.
